Next shopping center in Altabrisa in Merida
The government of Yucatan is preparing to authorize a new shopping plaza in Altabrisa , Merida , a project that will have a Chedraui self-service store that will be able to sell all types of alcoholic beverages and will be located just behind a hospital and in front of a bar, although there is a legal mandate that alcoholic beverage stores must be at least 500 meters from hospitals .
In the Official Gazette of the State of Yucatan ( DOEY), the Secretariat of Sustainable Development (SDS ) of Yucatan notified the population that Kira Inmobiliaria requested the environmental permit to build a B self-service store and commercial premises (it does not specify how many) on an area of 19,329.13 square meters (m1), equivalent to 1.93 ha, on property 431 of Calle 7 (Avenida República de Corea) between 18 and 20 of Altabrisa , in the northeast of Mérida.
According to the SDS, people have a period of five business days , starting on Friday, February 21, 2025, to consult the Environmental Impact Statement (EIS) of file 241/2024 at the SDS office, located at 437 Calle 64 between 47-A and 53 in downtown Mérida, in order to propose additional prevention and mitigation measures , or make observations about the project.
Regarding the company that wants to build the shopping mall, the Mexican Ministry of Economy reports that Inmobiliaria Kira SA de CV is a company owned by Antonio Chedraui Obeso and is based in Xalapa , Veracruz.
Antonio Chedraui Obeso also owns the Chedraui supermarket chain , which in 2024 inaugurated the expansion of its shopping center on 60 Norte Street in Mérida , which now houses a Suburbia store .
According to Google Maps and the GeoPortal of the Mérida City Council , property 431 of Altabrisa is located right on the corner (which is a curve) of Corea and Motociclista avenues.
The 431 Altabrisa lot is located behind the Regional Hospital of High Specialty of the Yucatan Peninsula , only separated by Avenida del Motociclista (20th Street); in front of the Eladio's bar and next to the Ford, GWM, Mazda and Nissan agencies .

The same GeoPortal of the Mérida City Council reports that between property 431 of Altabrisa and the Regional Hospital there is only 31.24 meters of distance (the two bodies of Avenida del Motociclista and if the self-service store B is built at the farthest end of the hospital on Avenida Corea, then the distance is approximately 194.22 m .
However, the Regulation of Sanitary Control and Surveillance of Establishments that Sell Food and Beverages in General in Yucatan orders, in its article 34: “ Beer stores in closed containers and liquor stores must be located at least 500 meters, in any direction, from temples, recreational parks, sports centers, manufacturing centers, educational institutions, hospitals and clinics or among other stores selling beer in closed containers, liquor stores or canteens.”
Article 34 provides an exemption to this restriction, but the benefit is for liquor stores , not self-service stores.
Likewise, this Regulation, in its article 42, specifies that in self-service stores B "all types of permitted alcoholic beverages that comply with the NOM" (Mexican Official Standard) may be sold .

Regarding the land for the new shopping plaza, the Public Property Registry of Yucatan (RPPY) reports that lot 431 Altabrisa was a 20,348.99 m2 property owned by the then Land Use Management Commission of the State of Yucatan (Cousey, today the Housing Institute of the State of Yucatan, IVEY) and that in October 2005 it was divided and sold to Edgar Ovidio Jasso Sáez (44.5%), Ovidio de Jesús Jasso Lara (44.5%) and Darcet Alicia Jasso Lara (11%).
La Cousey , represented by José Carlos Guzmán Alcocer , in the then governorship of Patricio Patrón Laviada , brother of the current mayor of Mérida, Cecilia Patrón Laviada , sold the property for $15.7 million .
Since 2005, no more operations were recorded with property 431 of Altabrisa until in 2024 several were noted: a rectification of measures , then the three owners divided it so that each one had a lot and, then, the two businessmen Edgar and Ovidio donated their land to the brothers Ovidio Charbel and Maximiliano Jasso Domínguez , aged 22 and 20 and tenants; Natalia Preciat Jasso, Darcet Noemí de Lourdes Lara Espinosa and Anna Paola Jasso Lara , aged 29, 81 and 44, respectively, and housewives. Each of the five received 11% of the property.
Finally, on December 23, 2024 , before the head of Notary 26 in Mérida, Zahia Valentina Macari Molina, the eight owners (including the three who bought it in 2005) sold property 431 of Altabrisa to Inmobiliaria Kira, a variable capital corporation , although the RPPY does not specify how much the company paid for the land.
However, the RPPY reports that property 431 of Altabrisa had a cadastral value of $50.7 million in 2005 and $59.8 million in 2017, while the City Council's GeoPortal valued it at $57.6 million in 2024.
