The term for designating social facilities after privatization for children's camps has been proposed to be doubled

It is proposed to make changes to Article 30 No. 178-FZ of December 21, 2001 “On the Privatization of State and Municipal Property”.

The explanatory note to the draft law states that the document has been prepared for the purpose of preserving and developing children's recreation and health facilities. Establishing a term for preserving the purpose of social infrastructure facilities for children allows ensuring public interests in their preservation. At the same time, after the expiration of the established term, the owner may change the purpose of such facilities, therefore the term of their preservation "is of decisive importance for ensuring public interests."

"Preservation of the people of Russia and development of human potential are part of the state policy in the sphere of ensuring national security and are aimed, among other things, at improving the quality of life of the population, strengthening the health of citizens. At the same time, special attention is paid to supporting the family, motherhood, fatherhood and childhood, raising children, their comprehensive spiritual, moral, intellectual and physical development," the explanatory note says.

The achievement of the said goals, the senators assured, is possible in the case of development of the infrastructure of children's recreation and health organizations. In this regard, the term of preserving the designation of complexes related to social infrastructure facilities for children should be increased to 20 years after their privatization, the developers of the bill note.

The Government of the Russian Federation has already submitted a response to the draft law. It states that the document is supported provided that the comments are taken into account. Thus, according to Article 1 of the Federal Law "On the Basic Guarantees of the Rights of the Child in the Russian Federation", social infrastructure for children includes not only facilities necessary for ensuring the rest and health of children, but also those necessary for the life support of children, and organizations providing social services. It is proposed to include such facilities in the list.

At the end of December 2024, the Chief Sanitary Doctor of the Russian Federation Anna Popova approved amendments to the sanitary and epidemiological rules and norms SanPiN for the organization of public catering for the population. From March 1, 2025, thermometers must be installed on distribution lines when organizing meals for children in organizations providing health, medical and social services, as well as in orphanages and boarding schools to monitor the temperature of dishes. The previous regulation included a rule on the presence of thermometers on distribution lines, but there was no specificity about where exactly the rule should be applied. The rule will be valid until January 1, 2027.
