Cho, however, says that it can depend on what you want your toner to do. “Toners are so multi-faceted that they can be used in various parts of your routine. The majority of them are used after cleansing, to prep and hydrate your skin. However, I like to use a cleansing toner as the first step of my cleansing routine to remove my eye makeup,” she explains.
