How much will a smoker spend per year with the increase in the price of cigarettes?

In 2026, as part of the Economic Package presented by the Government of Mexico , cigarettes will have a price increase as part of the measures that include an increase in the Special Tax on Production and Services (IEPS) , which will be applied to cigarettes, soft drinks and bets, in addition to the creation of a new tax on violent video games.
In the document presented by President Sheinbaum, she states the following regarding cigarettes:
"For manufactured tobacco, the ad valorem rate is proposed to be increased from 160 to 200 percent, as well as a gradual increase in the specific quota until 2030, with a transition period between fiscal years 2026 and 2029, in addition to incorporating new products containing nicotine (known as "nicotine pouches"). For maon-made tobacco, the ad valorem rate is proposed to be raised to 32 percent."

How does this paragraph affect the pockets of cigarette consumers in Mexico?In practice, these measures will reduce the price of a pack of cigarettes from approximately 80 pesos to around 100 pesos. Of course, the increase will vary depending on the brand. This means:
- 17.03 pesos of fixed tax on a pack of 20 pieces
- An additional 200% off the base price
- Sum of the corresponding VAT
The plan is for the quota to continue to increase progressively until it reaches 1.1584 pesos per cigarette by 2030.
According to the 2023 Global Adult Tobacco Survey, a smoker in Mexico consumes an average of 8.6 cigarettes per day. This means that, with the increased price, they will spend an estimated 14,245 pesos on this product each year.
In Mexico , an estimated 14.6 million people smoke. Of these, at least 6.6% smoke daily, while 8.7% smoke occasionally.
