Attendance at Palazzo Marino. Sala gets one session out of three, but the worst is Comazzi (FI): 2% of votes

Two Milanese city councilors (out of 48) have managed, from 2021 to today, to total 100% attendance: the deputy group leader of the Democratic Party Federico Bottelli and his party colleague Alessandro Giungi. The president of the council Elena Buscemi (Democratic Party) stops at 224 sessions out of 229 (97.82%). At the bottom of the list, apart from the mayor Giuseppe Sala, is Gianluca Comazzi, of Forza Italia, with a third of attendance and just 2% of votes: less than the mayor, who reaches 7.33%.
In general, there are more center-left councilors, but it is easy to understand why: in the 'political game', the legal number of sessions must be guaranteed by the majority. The data, updated to June 30, 2025, were published as usual on the website of the Municipality of Milan.
The most present and the least presentSince the beginning of the council (October 21, 2021), Federico Bottelli and Alessandro Giungi have been present 229 times out of 229. Overall, 27 councilors out of 48 exceed 90% of attendance at council meetings. The "black jersey" in the center-left is Angelica Vasile (Pd) with 144 sessions out of 229 (62.88%). Second to last is the group leader of the Riformisti Giulia Pastorella (who is also a deputy of Azione) with 156 sessions out of 229 (68.12%). Mayor Giuseppe Sala has "showed up" 70 times, equal to 30.57%, but the mayors (despite having the right to vote like councilors) never count in these rankings: traditionally they do not often attend the council chamber, and this is a transversal thing.
In the center-right, as mentioned, the attendance is lower, because it is not up to them to guarantee the quorum. The most present are, at the moment, the latest incoming members, both in Fratelli d'Italia: Marco Cagnolati and Pietro Celestino, who replaced the elected members in the Region Marco Bestetti and Chiara Valcepina. They "swiped" their card 26 times out of 27 useful times, equal to 96.30%. Mariangela Padalino (Noi Moderati) follows with 111 attendances out of 118 (she is also a incoming member, but some time ago). For her, 94.07% of attendances.
The worst in terms of attendance are Gianluca Comazzi (Forza Italia, and he is also the regional councilor for the Territory) with 84 attendances out of 229 (36.68%) and Silvia Sardone (Lega, of which she is also vice secretary and MEP) with 105 attendances (45.85%). Deborah Giovanati, who began her term with the Lega and then moved to Forza Italia, reaches 52.84% (121 sessions): she stopped at 52.84% (121 sessions). In Giovanati's case, however, there were serious personal reasons, which fully justify this data.
In terms of political groups, the most "assiduous" seems to be that of Europa Verde, which has three councilors, with presences between 95% and 97%
Who voted the most and who voted the leastParticipation in voting on resolutions and other documents follows, more or less, the same trend, here too with the caveat that often the center-right (even if a councilor is physically in the chamber) does not participate, again due to the issue of the quorum that is not up to the opposition to guarantee. At the same time, there are councilors who, also having other institutional commitments, do not participate in an entire session but at a certain point leave.
And so, Gianluca Comazzi only gets 2% of the votes: 71 out of 3,260, or 2.18%. Mayor Sala manages to do better than him, with 7.33%. With 3,231 votes out of 3,260 (99.11%), Federico Bottelli of the Democratic Party is still in the lead. As in the attendance ranking, and therefore consistently, the lowest figure in the center-left is Angelica Vasile (PD), with 36.47% of participation in the votes. Then Giulia Pastorella (Reformists) with 39.20%. In the center-right, the vote ranges between 35% and 50%, with higher values for Mariangela Padalino (Noi Moderati), Marco Cagnolati and Pietro Celestino (FdI), already mentioned as the most present, and lower values for Manfredi Palmeri (Lista Bernardo, 22.02%) Pietro Marrapodi (Lega, 30.77%). Both also have other roles: Palmeri is a regional councilor, Marrapodi manager of Navigazione Laghi.
