New law coming. Drivers have been waiting for changes for eight years.
  • The main goal of the planned changes is to deregulate the law in the area related to vehicle registration.

The government is working on an amendment to the law , which aims to simplify vehicle registration procedures and reduce formal obligations for citizens and businesses. Key elements of the bill include a number of simplifications designed to streamline the registration process and increase the use of digital solutions.

Less paperwork for registration

The bill eliminates the requirement to submit certain documents when registering a vehicle . This will include the registration certificate if the vehicle is owned by the State Treasury or a local government unit that has taken possession of the vehicle under the Road Traffic Act. Furthermore, it will no longer be necessary to submit a vehicle inspection certificate if the vehicle is registered in Poland and its positive result is recorded in the Central Register of Vehicles.

Exceptions and simplifications for administration

The amendment also provides for an exemption from the obligation to register vehicles in the case of municipalities and the State Treasury, as well as in situations where the vehicle has been stolen or its permanent, total loss of possession has occurred - provided there has been no change of owner.

Additional technical facilities

The new regulations will also make it possible to confirm a vehicle's suitability for towing a trailer based on the information contained in the approval documents, without the need to present additional certificates.

The obligation to legalize license plates while retaining the current registration number will also be abolished .

Online registration and digital archiving

An important element of the changes is the ability to submit registration applications electronically – via a system provided by the Minister responsible for computerization. This will not only make submitting documents more convenient for vehicle owners but will also relieve offices of the burden of collecting paper documentation and facilitate its electronic archiving.

Temporary registration also outside the place of residence

The amendment also provides for the possibility of temporary registration of a vehicle – for the purpose of exporting it abroad – by the district head competent for the place of purchase of the vehicle, which is intended to facilitate procedures for vehicle dealers and exporters, among others.

Amendment to the Road Traffic Act: clarifications and European exchange of registration data

The draft also includes significant regulatory clarifications and new mechanisms for international cooperation regarding registration data. These changes are intended to eliminate interpretative ambiguities and improve the flow of information between European Union Member States.

Precise deadlines for submitting applications

The planned changes include clarifications on the deadlines for filing a vehicle registration application . This will apply to specific cases, such as vehicles imported from abroad, acquired through inheritance, and vehicles temporarily withdrawn from service. This amendment will eliminate any uncertainty surrounding the start of the registration deadline .

Sale of a vehicle before registration without sanctions

It will also be clarified that the obligation to submit a vehicle registration application within a specified timeframe does not apply if a vehicle imported from abroad is sold before that timeframe expires . This means that owners who sell a vehicle before its registration in Poland will not be subject to penalties for failing to comply with this obligation.

New EU vehicle data exchange system

One of the key innovations of the project is the ability to download data about vehicles imported from other European Union Member States directly from their registers . Registration authorities in Poland will be able to obtain the necessary information before registering a vehicle in Poland, using the National Contact Point referred to in the Act.

This solution is reciprocal – EU member states will also gain access to data contained in the Polish Central Vehicle Register. This mechanism implements the provisions of EU Directive 1999/37/EC on vehicle registration documents, enabling more efficient and secure data exchange across Europe.

Drivers have been waiting for full online registration since the launch of mObywatel in 2017.

The regulations will likely come into force this year (the draft has been submitted to the Sejm Infrastructure Committee and the Deregulation Committee). Following the committee's work, amendments may be proposed, a vote in the Sejm will be held, and then the bill will move on to the Senate. Finally, the President's signature and publication in the Journal of Laws will allow for the bill to enter into force, expected in 2025.
