The energy voucher is a planned support program for seniors with the lowest incomes, intended to offset rising electricity and heating costs. It is being developed in response to the EU's ETS2 system, commonly known as the "heating tax," which will introduce additional fees for household CO₂ emissions.
The goal is to provide financial and energy security to those most affected by the changes. The program is scheduled to launch in 2027 and last five years.
According to the plan, the subsidy will be available to women aged 60 and over and men aged 65 and over . The condition is that household income does not exceed PLN 2,525 gross per month per person and that the household lives in a building heated with fossil fuels such as coal or heating oil. The benefit will average PLN 1,200 per year, paid in four installments of approximately PLN 300 every three months.
The Social Insurance Institution (ZUS) will administer the program, accepting applications, verifying data, and ordering payments. It's possible that the benefit will be linked to a PESEL number, which will reduce paperwork. Applications will be accepted only after the program's official launch, so it won't be possible to submit documents in 2025.
Until the program launches in 2027, the government is maintaining other forms of consumer protection. Electricity prices are frozen at PLN 500 per MWh until the end of 2025, intended as a temporary shield against sudden price increases.
The energy voucher is a response to the upcoming challenges that will affect all energy consumers in the coming years. It will provide seniors with additional financial support, allowing them to maintain a comfortable lifestyle and avoid difficult choices between home heating and other basic expenses.
