In Russia, owners of garden plots are prohibited from cultivating plants containing narcotic substances. These include opium poppy, hemp, sage of fortune tellers, Hawaiian rose, blue lotus, mimosa hostilis and morning glory. This was reported to RIA Novosti by Lyudmila Buryakova, head of the federal public reception office of the Union of Gardeners of Russia.
Violators face administrative or criminal liability. The fine may reach 300 thousand rubles, and in special cases, a criminal case may be initiated under Article 231 of the Criminal Code of the Russian Federation (Illegal cultivation of plants containing narcotic drugs or psychotropic substances or their precursors).
Experts remind that even decorative cultivation of such plants without the purpose of sale is prohibited. Gardeners are advised to carefully check the composition of the seeds and seedlings they buy, so as not to accidentally break the law.
Earlier it was reported that State Duma deputies had prepared a bill exempting pensioners and a number of privileged categories of citizens from paying property taxes for garden houses with an area of more than 50 square meters.
