#1 The InfoWatch Expert and Analytical Center presented a study entitled “Leaks of Confidential Data from Medical Organizations. World – Russia, H1 2025.” The report, in particular, states that the number of leaks in the Russian Federation has increased by 16.7% compared to the second half of 2024. Since the beginning of the year, researchers have identified 14 major incidents in the country, which is 8.1% of all such cases in the world. With this indicator, Russia took second place in the global anti-rating, behind the United States (where 55.8% of leaks were recorded). According to analysts, hackers can steal not only patients’ personal data from clinics, but also information classified as medical confidentiality – facts of seeking medical care, health data, diagnoses, treatment stages, and examination results.
#2 The Russian Ministry of Health has approved a list of medical products intended for providing palliative care to patients at home. The agency has supplemented the list with a professional diagnostic spirometer, a reusable bag for the breathing circuit, a multi-parameter sensor for the breathing circuit, disposable and reusable connectors for the breathing circuit, and other items. In addition, the regulator has added a new subgroup of medical products to the list - "Other anesthetic and respiratory medical products", which includes a bacterial filter for medical gases. At the same time, 91 medical products have been excluded from the list.
Regulators
The Russian Government has approved amendments to the Regulation on Federal State Control (Supervision) over the Safety of Donated Blood and Its Components prepared by the Russian Ministry of Health. The amendments have increased the number of inspections for organizations in the extremely high and high risk categories. According to the regulations that are still in effect, scheduled control measures for extremely high risk facilities are carried out once a year - this includes inspection visits, on-site or documentary inspections. From September 2025, such measures must be carried out at least once but not more than twice a year. For the high risk category, control measures will be carried out once every two years. In addition, the updated regulation will allow the FMBA to conduct a mandatory preventive visit instead of supervisory measures for operators in the extremely high risk category.
Compulsory medical insurance system
Courts of three instances have recognized that a branch of a capital clinic in other regions may (and in some cases must) send bills for treatment of residents of their region not to the local territorial fund, but to the Moscow City Compulsory Medical Insurance Fund. In practice, this leads to the regional fund receiving a demand from the Moscow City Compulsory Medical Insurance Fund to pay for medical care according to inter-territorial settlements at higher capital tariffs. Representatives of the Compulsory Medical Insurance Fund of the Saratov Region tried to prove the absurdity of such a scheme in court. In their opinion, the capital fund illegally requested 10 million rubles for treatment of Saratov residents in the regional branch of the FMBA clinic. However, the courts noted that formally this is the correct scheme, especially if the clinic participates in the Moscow territorial compulsory medical insurance program.
Cybersecurity
The Moscow Healthcare Information and Analysis Center has placed tenders for the modernization (development) and technical support of the Consolidated Management Accounting System service in outpatient medical organizations integrated into the EMIAS. The city budget will allocate 306.6 million and 106.1 million rubles, respectively, for these purposes. Earlier, the Moscow authorities announced several more tenders for work related to the secure operation of the EMIAS. This happened against the backdrop of a statement by one of the hacker groups about gaining "full access" to the system.

The SuperJob service, based on an analysis of 67 thousand vacancies in the largest cities of the Russian Federation, presented a selection of the highest-paid offers in August 2025. Doctors were at the top in Moscow and Yekaterinburg. In the capital, the list of vacancies with the highest salaries included five positions in the field of medicine (the salary for one of them is at the level of 600 thousand rubles per month). The chief physician in Yekaterinburg is offered from 170 thousand rubles per month. The specialist must have a valid certificate or accreditation in the specialty "organization of health care and public health", experience working with voluntary health insurance and insurance companies.
Criminal cases
The CEO of Ekstramed is suspected of embezzling 28.3 million rubles during the delivery of ventilators to the Bryansk Regional Children's Hospital. The state contract between the hospital and Ekstramed LLC was concluded in 2020. According to investigators, the supplier's manager purchased the equipment through third parties in Moscow at a reduced cost. It turned out that the equipment was equipped with uncertified components (compressors) and was unsuitable for further use. The suspect was remanded in custody until October 10, 2025.
