A public lawsuit was filed against 100 people in the Izmir operation.

According to a statement from the Izmir Chief Public Prosecutor's Office, an indictment has been prepared against 56 suspects, including former İZBETON A.Ş. General Manager Heval Savaş Kaya, Buca Deputy Mayor Engin Güzel, and Bayraklı Deputy Mayor Mehmet Mert Hanifi Yılmaz, in the initial investigation into the "vehicle rental service procurement" tenders held in 2023 and 2024. Thirty of the suspects are reportedly in custody.
As part of the second investigation, an indictment was prepared on the same date against 44 people, 20 of whom were detained, in an investigation into tenders held for "asphalt paving on transportation roads, road and construction maintenance, repair and renovation" throughout Izmir.
In both cases, the suspects were accused of "rigging a tender" and "rigging the performance of a duty."
